Editorial review: Every change on this page was checked on October 14, 2026 against the What's New and Reminders sections of the March 2026 Instructions for Form 941, the 2026 General Instructions for Forms W-2 and W-3, and the text of the IRS draft Form 941 (Rev. March 2027) posted May 4, 2026.

If you filed Form 941 in 2025, the 2026 version will look familiar. The math on lines 1 to 14 works the same way, and the tips and overtime law that dominated payroll news in 2026 didn't add a single line to the return. What did change is smaller and easy to miss: a new box at the top for aggregate filers, a refund section that now takes bank details, and a stronger push to pay electronically.

This page lists each change, who it affects, and what to do about it, then looks ahead at the draft 2027 form the IRS has already posted. For the full return, start with Form 941, Schedule B and 941-X in one place.

Quick answer

Form 941 changes 2026 are small: a new Aggregate Return Filers Only section, refunds by direct deposit on lines 15b to 15e, a request to pay balances electronically and a $184,500 Social Security wage base. The tips and overtime deductions add no Form 941 lines; that tax stays on lines 2, 3 and 5, and the draft 2027 form keeps the same layout.

Change Who it affects What to do
Use the March 2026 revision for every 2026 quarter Every filer Don't reuse a saved 2025 form. The IRS expects the March 2026 revision for all four quarters of 2026.
2026 Social Security wage base: $184,500 Employers with high earners Stop Social Security tax and line 5a wages once an employee's 2026 wages and tips reach $184,500. Rates stay 6.2% and 1.45% each.

Lines 15b to 15e: getting an overpayment back

Executive Order 14247, signed March 25, 2025, moves federal payments to electronic transfers, so the IRS now issues Form 941 refunds by direct deposit. If line 13 (deposits) is more than line 12 (total tax), the difference goes on line 15a, and the new lines decide what happens to it.

15b Pick one box Apply to next return, or send a refund. Check both or neither and the IRS generally applies it to your next return.
15c Routing number Nine digits, starting with 01 to 12 or 21 to 32. Confirm it with your bank.
15d Account type Checking or savings. Check only one.
15e Account number Up to 17 characters. Include hyphens, skip spaces and symbols.

If you ask for a refund but leave lines 15c to 15e blank, the refund may be delayed.

The IRS sends a paper check instead when the account name doesn't match and your bank won't accept it, when a corporation's account is at a foreign bank or a foreign branch of a U.S. bank, when the account number isn't valid, or when anything on lines 15c to 15e is crossed out or whited out. The IRS can still apply an overpayment to any past-due tax under your EIN, and it isn't responsible for a refund lost to wrong bank details.

Filing your 2026 return?

Our generator already uses the March 2026 layout, including the aggregate filer box and lines 15b to 15e. You can prepare your Form 941, preview it, then print, sign and file it. ePaystubs prepares the form; it doesn't file it or make deposits for you.

The Aggregate Return Filers Only section

An aggregate Form 941 combines several employers' payroll on one return. Starting with the March 2026 revision, whoever files one has to say which kind of filer they are:

  • Section 3504 agent: an agent approved on Form 2678. Attach Schedule R (Form 941).
  • Certified professional employer organization (CPEO): attach Schedule R. CPEOs generally must file Form 941 and Schedule R electronically.
  • Other third party: for example, a PEO that isn't IRS-certified.

If you're a business filing your own Form 941, even through a payroll provider that files in your name, you leave this section blank.

Tips and overtime: what changed and what didn't

The 2025 law known as the One Big Beautiful Bill Act lets employees deduct up to $25,000 of qualified tips and up to $12,500 of qualified overtime ($25,000 for joint filers) on their income tax returns for 2025 through 2028. Those are income tax deductions taken by the employee. They don't make tips or overtime exempt from payroll tax, which is why Form 941 didn't change.

Document What changed for 2026 What didn't change
Form 941 Nothing for tips or overtime Tips still go on lines 5b and 5c, overtime pay on 5a and 5c, and both count on line 2. Social Security and Medicare still apply (tips of $20 or more a month).
Form W-4 and Pub. 15-T Employees can account for the expected deductions on an updated W-4, and employers must use that W-4 with the Pub. 15-T withholding methods Only federal income tax withholding (line 3) can come down. No W-4 change reduces Social Security or Medicare.
2026 Form W-2 Box 12 code TP (total cash tips reported to you), code TT (qualified overtime) and box 14b (Treasury Tipped Occupation Code) Boxes 1, 3, 5 and 7 still include tips and overtime the usual way

Qualified overtime is only the premium above the regular rate that the Fair Labor Standards Act requires, such as the "half" in time-and-a-half. Our guides explain why overtime is still taxed in your paycheck, how employees use W-4 Step 4(b) for the overtime deduction, and where tips and overtime show up on the W-2.

Worked example: a restaurant quarter under the 2026 rules

A server earns $5,200 in wages during the third quarter of 2026, including $400 of overtime premium, and reports $6,000 in cash and card tips. Here's where those dollars land:

Where Amount Why
Form 941 line 5a, Social Security wages$5,200Overtime premium stays in taxable wages
Form 941 line 5b, Social Security tips$6,000Reported tips are taxable for Social Security
Form 941 line 5c, Medicare wages and tips$11,200Wages plus tips
Line 5 tax on this employee$1,713.60$5,200 and $6,000 at 12.4%, plus $11,200 at 2.9%
Form 941 line 3, income tax withheldLower only if the server filed an updated W-4Withholding follows the W-4 and Pub. 15-T
2026 Form W-2, box 12 code TT$400 for the quarter (plus the rest of the year)Qualified overtime premium
2026 Form W-2, box 12 code TP$6,000 for the quarter (plus the rest of the year)Total cash tips reported to you

Illustrative figures using 2026 rates. Whether the server can deduct the tips or overtime is decided on their own return, not by the employer.

The employer's Form 941 cost for this server is exactly what it would have been in 2024. To run the line 5 math for your whole staff, including the $184,500 wage base, use our Form 941 calculator.

Lines and forms removed before 2026

Some changes people still search for happened earlier:

  • COVID-era sick and family leave credit lines were removed for tax periods beginning after 2023. If you pay qualified leave wages in 2026 for leave taken between March 31, 2020 and October 1, 2021, you claim the credit on Form 941-X after filing the 941. Our guide covers how to file Form 941-X.
  • Forms 941-SS and 941-PR were discontinued after the fourth quarter of 2023. Employers in U.S. territories file Form 941 or Form 941 (sp).
  • Line 11 now holds only the qualified small business payroll tax credit for research, from Form 8974.

The draft 2027 Form 941: what it shows so far

Claims about the 2026 form to double-check

What you might read What the IRS instructions say
"The sick and family leave lines were removed for 2026." They were removed for tax periods beginning after 2023.
"Paying a balance due by check isn't allowed anymore." The IRS asks for electronic payment, but a check with Form 941-V is still accepted for a balance you're allowed to pay with the return.
"Box 12 code TP is qualified tips." Code TP is the total cash tips reported to you. Code TT is qualified overtime.
"No tax on overtime means no payroll tax on overtime." Overtime and tips stay subject to Social Security and Medicare. The deductions are income tax deductions for employees.
"The 2026 Form 941 has no changes from 2025." The aggregate filer section and direct deposit refund lines are new in the March 2026 revision.

Frequently Asked Questions

What changed on Form 941 for 2026?

The March 2026 revision adds an Aggregate Return Filers Only section and direct deposit refund lines 15b to 15e, asks you to pay balances electronically, and uses the 2026 Social Security wage base of $184,500. The tax lines and multipliers are unchanged.

Does no tax on tips or overtime change Form 941?

No. Tips and overtime stay in wages and remain subject to Social Security and Medicare, so they're reported on lines 2, 5a, 5b and 5c as before. Only income tax withholding can drop, if an employee files an updated W-4.

How do I get a Form 941 refund by direct deposit?

Check "send a refund" on line 15b, then enter your nine-digit routing number on line 15c, your account type on line 15d and your account number on line 15e. Wrong or crossed-out details mean the IRS mails a paper check instead.

Do I need to fill out the aggregate filer section?

Only if you file an aggregate return that combines several employers, as a section 3504 agent, a certified PEO or another third party. A business filing its own Form 941, directly or through a payroll provider, leaves the section blank.

Is there a new Form 941 for 2027?

Only a draft so far. The IRS posted a draft Form 941 (Rev. March 2027) on May 4, 2026, and it keeps the 2026 layout with no tips or overtime lines. Use the March 2026 revision for every 2026 quarter.
