Federal withholding follows the 2026 IRS Publication 15-T percentage method for Form W-4. Virginia withholding follows the Virginia Tax formula for wages paid after July 1, 2025: annualized wages minus the $8,750 standard deduction, $930 per personal exemption and $800 per age or blindness exemption, taxed at 2% to 5.75% and rounded to the whole dollar, plus any extra withholding or VA-4B reduction. Social Security is 6.2% up to $184,500 and Medicare is 1.45%, plus 0.9% above $200,000. See the worked example and test cases below.

What You Should Know About Virginia Paychecks

Virginia taxes wages at rates from 2% to 5.75%, but the brackets are narrow: the 5.75% rate starts at just $17,000 of taxable income. That makes Virginia close to a flat tax for most full-time workers, and the main things that lower it are the $8,750 standard deduction and the exemptions on your Form VA-4.

Your employer annualizes your pay, subtracts $8,750 plus $930 for each personal exemption and $800 for each age or blindness exemption, applies the rates and rounds to the whole dollar. On a $60,000 salary with one exemption, that's $101.38 per biweekly paycheck, about 4.4% of gross pay.

Virginia has no local income tax and no employee payroll tax beyond income tax, so there's no state disability or paid leave deduction. The minimum wage is $12.77 an hour for 2026 and is set to reach $15.00 in 2028. The higher standard deduction is scheduled to end after 2026.

Virginia State Income Tax Withholding Rates for 2026

These are the rates in the Virginia Tax withholding formula for wages paid after July 1, 2025, which still applies in 2026. They apply to annual taxable income: yearly wages minus $8,750, $930 for each personal or dependent exemption and $800 for each age 65 or blindness exemption.

Two details that change the result: Virginia Tax rounds the annual tax to the nearest whole dollar before dividing by the number of pay periods. The standard deduction for withholding is the same $8,750 for every employee, whatever their filing status, so married couples get their extra benefit through VA-4 exemptions rather than a bigger deduction.

Form VA-4: How Exemptions Change Virginia Withholding

Virginia doesn't use your federal W-4. Employees give their employer a Form VA-4, and each exemption lowers taxable income. Here's what the choices do to a $60,000 biweekly paycheck.

Why exemptions matter less than you'd think: Each $930 personal exemption saves about $53 a year at the 5.75% rate, roughly $2 per biweekly paycheck. The bigger levers are pre-tax deductions, such as a 401(k), and reciprocity or VA-4B if you work across state lines.

Virginia Paycheck Tax Calculator: How Virginia Withholding Works

A Virginia paycheck calculator has one state tax to get right, and it's simpler than most. Virginia annualizes your wages, subtracts an $8,750 standard deduction and your VA-4 exemptions, applies rates from 2% to 5.75% and rounds to the dollar. There's no state disability, paid leave or local income tax deduction. On your pay stub it usually shows up as SIT or state withholding; our pay stub abbreviations list explains the other codes.

The $8,750 Standard Deduction Is Temporary

Virginia Tax's withholding tables for wages paid after July 1, 2025 use a standard deduction of $8,750, and they note that the increase is scheduled to end after the 2026 tax year. If lawmakers don't extend it, the deduction drops in 2027 and Virginia withholding on the same salary will rise. We'll update this page when Virginia Tax publishes 2027 tables.

Reciprocity for Maryland, D.C. and Other Commuters

Virginia has reciprocal agreements with five neighbors. Residents of Kentucky and the District of Columbia who commute daily to work in Virginia are exempt from Virginia withholding. Residents of Maryland, Pennsylvania and West Virginia are exempt if their only Virginia income is wages and they live in Virginia fewer than 183 days a year. They claim it on Form VA-4 and pay tax to their home state instead.

Virginia Residents Working in Other States

If you live in Virginia but work in a state without a reciprocal agreement, such as North Carolina, that state withholds its own tax. Form VA-4B lets your employer reduce Virginia withholding by the credit for that tax, so the same wages aren't fully withheld twice. The calculator's VA-4B field handles this.

Bonuses and Supplemental Wages

When a bonus or other supplemental pay is paid separately from regular wages, employers can withhold Virginia tax at a flat 5.75% with no exemptions. Federal Withholding for Virginia Paychecks

Military Spouses

Spouses of service members stationed in Virginia whose legal residence is another state can claim exemption from Virginia withholding on Form VA-4. The calculator's military spouse checkbox removes Virginia tax from the estimate.

Employer Payroll Costs in Virginia

Employers pay state unemployment insurance on the first $8,000 of each employee's wages, and the Virginia Employment Commission doesn't allow any of it to be deducted from pay. Yes. Virginia taxes wages at rates from 2% to 5.75%. The top 5.75% rate starts at just $17,000 of taxable income, so most full-time workers pay it on part of their pay. Employers withhold using the Virginia Tax formula and your Form VA-4.
How much tax is taken out of a Virginia paycheck?
On a $60,000 salary paid biweekly, single with one VA-4 exemption, $471.00 comes out of each $2,307.69 paycheck: $193.08 federal income tax, $143.08 Social Security, $33.46 Medicare and $101.38 Virginia income tax. That leaves $1,836.69, or about 79.6% of gross pay.
How many exemptions should I claim on Form VA-4?
Claim one for yourself, one for your spouse if your spouse doesn't claim it on their own VA-4, and one for each dependent. Add one more for yourself and your spouse if either is 65 or older or blind. Each personal exemption lowers taxable income by $930 a year, and each age or blindness exemption by $800.
What happens if I don't file a VA-4?
Your employer must withhold as if you claimed no exemptions. On a $60,000 biweekly salary that's $103.42 per paycheck instead of $101.38 with one exemption, a difference of about $53 a year.
What is Virginia's minimum wage in 2026?
Virginia's minimum wage is $12.77 an hour for 2026. Under a law signed in April 2026, it rises to $13.75 on January 1, 2027 and $15.00 on January 1, 2028. Tipped employees can be paid a cash wage of $2.13 as long as tips bring them to the full minimum.
How are bonuses taxed in Virginia?
